新形势下县级生态环境监测站工作现状与发展研究

Study on the present situation and development of county-level eco-environmental monitoring stations under the new pattern

环保系统“垂改”和政府机构改革后,县级生态环境监测站工作职能与履职环境发生重大调整。新形势下,为切实做好基层环境监测工作,更好地为环境执法和环境管理服务,针对目前县级生态环境监测工作所面临的几大矛盾,提出了应厘清各级环保部门所属监测机构的监测事权,加强基层人员队伍建设,积极提升监测能力,完善执法与监测协同机制,持续提升执法监测效能,主动化解新时期基层监测工作中遇到的难点问题。

Duties and performance environment of county-level eco-environmental monitoring stations have changed a lot,after the reform of the vertical management system for monitoring and law enforcement of environmental protection institution,and after the reform of government institutions.In order to effectively do a good job in environmental monitoring in county-level under the new situation,and better serve environmental law enforcement and environmental management,aiming to the current Contradictions in the field of environmental monitoring of county-level,it should mainly do the following:The responsibilities of environmental monitoring between the city-level and county-level environmental monitoring departments should be ensured,strengthening the construction of talent team in county-level,improve the capacity of environmental monitoring,perfect the coordination mechanism between environmental monitoring and law enforcement departments,increase efficiency of environmental monitoring for law enforcement,and be proactive to solve the problem of monitoring immediately.
