民族地区社会治理的价值意蕴、重要维度与实践方向

Value Implication,Important Dimensions and Practical Direction of Social Governance in Ethnic Areas

民族地区社会治理是国家治理的重要组成部分,但是,民族地区独特的经济条件、政策和制度条件,以及社会结构条件决定了其社会治理的复杂性和不平衡性。纵观中华人民共和国成立以来民族地区的发展轨迹,在国家治理的战略背景下,民族地区治理的重要价值体现在加强民族团结、维护地区政治安全、推动地区生态文明建设。从社会治理的维度审视,当前民族地区应从乡村治理、社区治理、企业治理、宗教治理、社团治理、校园治理六个维度推进基层社会治理。今后应从激活乡村内生力量、重塑社区共同体、推动产业转型升级、引导宗教法治化发展、完善社团法人治理、加强民族团结教育等方面推进民族地区社会治理实践。

Grassroots social governance in ethnic areas is an important part of state governance.However,the unique economic conditions,policy and institutional conditions,as well as social structure conditions in ethnic areas determine the complexity and imbalance of social governance.Taking a comprehensive view of the development track of ethnic regions since the founding of the People’s Republic of China,under the strategic background of national governance,the important value of ethnic region governance is to strengthen national unity,maintain regional political security,and promote the construction of regional ecological civilization.From the perspective of social governance,the current ethnic areas should promote the grassroots social governance from the six dimensions of rural governance,such as community governance,enterprise governance,religious governance,community governance and campus governance.In the future,we should promote the practice of social governance in ethnic areas from the following aspects:activating the endogenous forces in rural areas,reshaping the community community,promoting the industrial transformation and upgrading,guiding the development of religious rule of law,improving the corporate governance of associations,and strengthening the education of national unity.
