嵌入与合作:社会组织承接政府购买服务的行动路径——基于“社区助残微创投项目”的个案分析

Embedding and Cooperation:The Action Path for Social Organizations to Undertake the Services of Government Purchase——A Case Study on“A Mini Venture Capital Project of Community Helping the Disabled”

在创新社会治理体制与全面深化社会组织改革的背景下,越来越多的社会组织参与到提供公共服务中。北京市政府在购买助残服务领域进行了较多的探索与实践,形成了较为成熟的购买模式与经验。通过对北京市X街道社会组织承接"社区助残微创投项目"的实践进行解构,发现购买服务中存在着残联的"制度、项目、关系"等隐性控制型嵌入,社会组织会呈现出"资源依赖、追求量化、结构趋同"等承接能力不足的问题。因此,需要构建"培育式嵌入—博弈式合作"的政社关系秩序,以期提升社会组织承接力。

In the background of innovating the social governance system and comprehensively deepening the reform of social organizations,an increasing number of social organizations are participating in activities providing public services.The government of Beijing municipality has an extensive exploring experience in purchasing services for the disabled and has formed relatively mature purchasing patterns and experience.By deconstructing the practice of social organizations in Beijing’s X Street undertaking a mini venture capital project with the purpose of helping the disabled,we found the hidden control embedding of Disabled Persons Federation in"system,project,and relation"in the purchase of services,and deficiencies of social organizations like"resource dependence,pursuing the quantity,and structural convergence"have also emerged.Hence,it is necessary to build a construction of"cultivated embedding—game cooperation"relations between social organizations and government in order to enhance the carrying capacity of social organizations.
