摘要 基层事业单位人员数量多,行业相对单一,工作条件艰苦、工作压力大,同时也存在着与当地公务员工作职责区别不明显的情况。基层事业单位工资分配中存在职业发展空间小、专业技术人员和管理人员不平衡、工资收入水平偏低、区县政府财政负担重、绩效工资没有发挥应有激励作用、不同地区的基层事业单位工资收入差距较大等问题。未来改革可以重新对乡镇公职人员进行划分,根据基层事业特点制定工资政策,保持基层事业单位工作人员和公务员的合理收入关系,拓宽基层事业单位工作人员的岗位晋升空间,优化基层事业单位工作人员绩效工资制度,加大不同地区之间工资差距的调节力度。 Grassroots public institutions have a large number of personnel,the industry is relatively single,the working conditions are hard and the work pressure is great.At the same time,and the working responsibilities of local civil servants are not obviously distinguished.There are some problems in the salary distribution of grassroots public institutions,such as small space for career development,imbalance between professional technical personnel and management personnel,low salary income level,heavy financial burden of district and county governments,lack of incentive effect of performance-related salary,and large salary income gap between grassroots public institutions in different regions.In the future,the reform may be carried out by re-dividing township public servants,formulating salary policies according to the characteristics of grassroots public institutions,maintaining the reasonable income relationship between the working personnel and civil servants of grassroots public institutions,broadening the promotion space of the working personnel of grassroots public institutions,optimizing the performance-related salary system of the working personnel of grassroots public institutions,and intensifying efforts to adjust the salary gap between different regions.
