摘要
随着粤港澳大湾区发展战略深入实施,人力资源服务业等生产性服务业必须向专业化和价值链高端延伸发展。现阶段粤港澳大湾区区(县)人力资源服务业规模持续增长,业务运营范围集中在制造业,但行业整体规模较小,整体业务类型单一,从业人员专业化程度不高,运用数字化技术的能力和水平较低,人力资源服务公司、劳动者、用工企业三者关系较脆弱。粤港澳大湾区今后应加大对区(县)级人力资源服务产业园区政策和资金投入,扩大行业规模;加大人才引进和人员培训力度,提升从业人员专业化水平;协调政府、行业力量,推动建立和谐的人力资源服务劳资关系。
With the further implementation of the development strategy of Guangdong-Hong Kong-Macao Greater Bay Area,producer service industries such as human resource service industry must extend to the specialization and high-end value chain.At present,the scale of the district(county)human resource service industry in Guangdong-Hong Kong-Macao Greater Bay Area continues to grow,and the scope of business operation is concentrated in the manufacturing industry,but the overall scale of the industry is small,the overall business type is single,the degree of specialization of employees is not high,the level of using digital technology and ability is low,and the relationship among human resource service companies,workers and employer enterprises is fragile.In the future,Guangdong-Hong Kong-Macao Greater Bay Area should increase the policy and capital investment in the district(county)human resource service industrial park to expand the scale of the industry;increase the strength of talent introduction and personnel training,improve the professional level of employees;coordinate the government and industry forces,and promote the establishment of a harmonious human resource service labor-capital relationship.
