后疫情时代新兴技术道德治理的逆周期路径

Research on the Counter-cyclical Path of Moral Governance of Emerging Technologies in the Post-epidemic Era

鉴于发展新兴技术的坚定信念以及新兴技术的伦理风险,在道德治理中采取逆周期审慎管理,有利于应对系统性风险,有益于维护新兴技术的稳定和发展,有助于提升科技伦理治理的可通约性。基于不确定性的内涵和结构以及新兴技术道德风险的顺周期特征,确证了新兴技术的不确定性与伦理风险之间存在间断平衡关系。参照影响逆周期道德治理的维度和因素,依据技术主体的理性与非理性特点,提出了道德治理逆周期调节的道德适应路径与道德情绪路径。

In view of the firm belief in developing emerging technologies and their moral hazards,counter-cyclical prudent management in moral governance is conducive to addressing systemic risks,maintaining the stability and development of emerging technologies,and enhancing the commensurability of ethical governance of science and technology.Based on the connotation and structure of uncertainty,the pro-cyclical characteristics of the moral hazards of emerging technologies are discussed and the discontinuous balance between the uncertainty and the moral hazards of emerging technologies is confirmed.Considering the dimensions and the factors influencing the counter-cyclical moral governance,and based on the rational and irrational characteristics of technological subjects,the moral adaptation path and moral emotion path of counter-cyclical regulation are put forward.
