传染病报告管理质量干预效果评价

Effect evaluation of quality intervention on infectious disease report management

目的根据安庆市2018年传染病报告管理质量调查结果,采取行政管理措施后,评价2019年传染病报告管理质量。方法按照安庆市2018年法定传染病报告管理工作专项检查方案和2019年安庆市传染病报告质量现状调查方案要求,分层抽取医疗机构传染病诊断病例和纸质传染病报告卡,与传染病网络直报系统核对相关信息,分析两年的传染病报告率、报告及时率和传染病报告卡填写质量。结果 2019年法定传染病报告率(91.071%)较2018年(79.029%)上升了15.238%,两者差异有统计学意义(χ^(2)=25.640,P<0.01);2019年及时报告率98.039%,较2018年上升5.084%,传染病报告卡填写质量未有改善,纸质卡与网络电子卡一致率(74.731%)有明显降低(χ^(2)=9.096,P<0.01)。结论卫生健康行政部门对传染病报告管理工作的干预,有助于提高医疗机构传染病报告质量。

Objective According to the results of Anqing City infectious disease report management quality survey in 2018,the management quality of infectious disease report in 2019 was evaluated after taking administrative measures.Methods According to the requirements of the special inspection plan for the management of legal infectious disease reports in Anqing City in 2018 and the investigation plan for the quality status of infectious disease reports in Anqing City in 2019,the infectious disease diagnosis cases and paper infectious disease report cards of medical institutions were extracted hierarchically,the relevant information was checked with the infectious disease network direct reporting system,and the infectious disease reporting rate,timely reporting rate and filling quality of infectious disease report card in these two years were analyzed.Results The reporting rate of legal infectious diseases in 2019(91.071%)increased by 15.238%compared with that in 2018(79.029%),and the difference was statistically significant(χ^(2)=25.640,P<0.01).In 2019,the timely reporting rate was 98.039%,which was 5.084%higher than that in 2018.The filling quality of infectious disease report card was not improved,and the consistency rate of paper card and network electronic card(74.731%)was significantly reduced(χ^(2)=9.096,P<0.01).Conclusion The intervention of health administrative departments in the management of infectious disease reports is helpful to improve the quality of infectious disease reports in medical institutions.
