以行政成本为视角探究我国营商环境的优化

Exploration on the Optimization of China's Business Environment from the Perspective of Administrative Cost

民营企业作为我国市场经济的重要组成部分,与经济发展紧密关联,而营商环境在很大程度上影响着企业活跃能力的发挥。在中央的高度重视和地方自身高质量发展内在动力需求的双重作用下,改善与优化营商环境已成为各地政府工作的重中之重。与此同时,尽管我国各地致力于营商环境的优化和政府涉企规制改革,并探索出了诸多改革模式,但也缺乏科学有效地衡量与评估涉企规制改革效果的理论与方法。因此,论文在借鉴以往经验的基础上作进一步的优化与改良,以期突破优化营商环境的瓶颈,打造“亲清”政商关系,进而促进企业可持续发展。

As an important part of China's market economy,private enterprises are closely related to economic development,and the business environment greatly affects the play of enterprises'active ability.Under the dual role of the central government's high attention and local demand for high quality development,improving and optimizing the business environment has become a top priority for local governments.At the same time,although China is committed to the optimization of the business environment and the government enterprise regulation reform,and has explored a lot of reform modes,but there is also a lack of scientific and effective measurement and evaluation of the effect of enterprise regulation reform theory and methods.Therefore,this paper makes further optimization and improvement on the basis of drawing lessons from previous experience,so as to break through the bottleneck of optimizing the business environment,build a"friendly and clean"relationship between government and business,and then promote the sustainable development of enterprises.
