基于BIM技术的PPP模式发展瓶颈问题研究

Research on the Development Bottleneck Problems of PPP Mode Based on the BIM Technology

PPP模式在推行的过程中出现了VFM评价流于形式、政府监管失责、按效付费缺乏依据以及政府后期运营风险增加的问题。基于BIM信息集成技术建立BIM相关平台可在一定程度上解决当前PPP模式存在的问题,助力PPP模式向前发展。论文提出了当前PPP模式中存在的部分问题,结合BIM信息技术,提出了关于应用BIM技术解决PPP问题的建议。

In the process of implementing PPP mode,there are some problems,such as VFM evaluation only focuses on the process but not the result,the government supervision is not in place,the lack of basis for pay for performance,and the increased operational risks of the government in the later period.The establishment of a BIM-related platform based on the information integration technology of BIM can solve the problems existing in the current PPP mode to a certain extent and help the PPP mode develop forward.This paper puts forward some problems existing in the current PPP mode,and combined with BIM information technology,puts forward some suggestions on applying BIM technology to solve the problems in PPP.
