东部资源枯竭型城市矿地融合导向的工矿废弃地修复策略:以徐州市工矿废弃地为例

Research on the rehabilitation strategy of abandoned industrial and mining land in the suburbs based on mine and regional integration:a case study of Xuzhou city

工矿废弃地再利用是资源衰竭型城市面临的主要问题之一,工矿废弃地修复对于促进矿区发展、改善矿区生态环境具有重要意义。单一的考虑工矿废弃地修复难以发挥其最大的利用潜力,因此,本文将矿地融合理念引入到工矿废弃地修复中,厘清矿地融合的内涵及方式,分析矿地融合与工矿废弃地修复的内在联系,以徐州市工矿废弃地为研究案例,提出了以矿地融合为导向的徐州工矿废弃地修复策略。主要结论:衰退型资源城市中矿地融合的内容主要包括产业融合、土地融合、资源融合、全域治理以及城乡统筹;分析工矿废弃地所面临的矿地矛盾及其之间的推动、促进作用,为矿地融合导向的工矿废弃地修复提供了协调路径;矿地融合导向下的工矿废弃地修复策略包括以产业融合为导向推动矿区工矿废弃地修复再利用、以土地融合为导向盘活矿区土地使用权、以资源融合为导向充分利用地下空间资源、以全域整治为导向开展区域工矿废弃综合治理和以城矿乡统筹为导向开展矿区基础设施建设。

Reuse of abandoned industrial and mining land is one of the main problems faced by resource-exhausted cities,and thus the rehabilitation of abandoned industrial and mining land is critical for promoting the development and improving the environment of mining area.However,it would be hardly to maximize the potential of abandoned industrial and mining land if the rehabilitation is considered alone.To address this,the mining fusion is introduced into the rehabilitation of abandoned industrial and mining land,for clarifying the connotation and method of mining fusion,and analyzing the interaction between mining fusion and the rehabilitation of abandoned industrial and mining land.The Xuzhou city,Jiangsu province is selected as a case study,and a restoration strategy based on Xuzhou city abandoned industrial and mining land is put forward.The main conclusions are as follows.The mining fusion in resource-exhausted cities is consisted of industrial integration,land integration,resource integration,global governance,and urban-rural coordination.This paper analyzes the contradiction between industrial and mining wasteland and the promotion between them,which provides a coordinated path for the restoration of industrial and mining wasteland.The strategies of industrial and mining wasteland restoration under the guidance of mining land integration include that the comprehensive treatment of regional industrial and mining waste should be carried out under the guidance of the whole area renovation in promoting the restoration and reuse of industrial and mining wasteland under the guidance of industrial integration,revitalizing the land use right of mining area under the guidance of land integration,making full use of underground space resources under the guidance of resource integration,and the infrastructure construction of mining area should be carried out under the guidance of the overall planning of city,mine and township.
