计及风险备用约束的输电网风储容量双层优化 被引量:11

Double-layer Optimization for Wind and Energy Storage Capacity Configuration in Transmission Network Considering Security Reserve Constraints

摘要 提高规划方案在电网调度运行中的适用性,是提高新能源消纳能力的有效解决措施之一。提出一种计及风险备用约束和多能源机组组合调度约束的输电网中风电场与储能电站联合配置的规划方法,充分利用电网灵活性资源调节能力并探索峰谷电价政策下的储能调峰盈利模式,综合考虑火电煤耗运行成本、风电弃风功率、储能建设成本与调峰收益、切负荷风险。采用双层优化方法,在外层基于向量序优化理论对配置方案做多目标评估筛选,在内层建立基于确定性备用约束的粗糙模型和基于N-1故障的概率性风险备用约束的精确模型的机组组合消纳运行模型。IEEE-RTS24节点系统算例结果证明,所提优化方法可平衡计算精度与计算速度,提高输电网的新能源规划、消纳和风险应对的能力。 Improving the applicability of the planning scheme in grid dispatchment and operation is one of the effective solutions to improve the new energy consumption capacity.A planning method is proposed for the combined configuration of wind farms and energy storage stations in transmission network considering the security reserve constraints and the multiple energy unit commitment dispatch constraints.It fully utilizes the flexibility of the grid to regulate the resources,explores the profitability model of energy storage under the peak-to-valley tariff policy,and comprehensively considers the coal consumption operation costs of the thermal units,the abandoned wind power of the wind units,the construction costs and the peak regulation revenue of the energy storage unit and the load cutting risks.A double-layer optimization method is applied.In the outer layer,the configuration scheme is screened for multi-objective evaluation based on vector order optimization theory.In the inner layer,a security-constrained unit commitment consumptive operation model is established including two sub-models of a rough one based on deterministic reserve constraints and the other accurate one based on probabilistic risk reserve constraints.The results of the IEEE-RTS 24 nodes system simulation example prove that the proposed method can balance the calculation accuracy and speed to improve the level of the new energy planning consumption and the risk response in the transmission networks.
