Increasing the Endogenous Dynamics of Low-Income Groups:Resource Distribution and Policy Options in"Post Anti-Poverty Era"

资源下沉是激发低收入群体发展内生动力的重要决策。新发展主义认为,低收入群体仅仅依靠自己的力量无法实现现代化发展,必须借助于外部资源。中国共产党利用组织优势和纪律优势,推动组织资源、智力资源、服务资源下沉,为提升低收入群体发展的意愿和能力提供资源支持。推动资源下沉不是稳定的行政管理体制,在乡村传统的物质基础和社会关系下推动乡村的全面振兴,要重视发挥低收入群体主体作用以推动乡村产业发展,打造一支“不走的扶贫工作队”以促进乡村人才振兴,充分发挥党建在乡村治理中的引领作用。

Resource distribution is an important decision to stimulate the endogenous dynamics of low-income groups.Modern developmentalism holds that low-income groups cannot achieve modernization by themselves and must rely on external resources.The Communist Party of China has used its organizational and disciplinary advantages to distribute its organizational resources,intellectual resources and service resources,so as to provide resource support for enhancing willingness and ability of low-income groups.Distributing resource is not a stable administrative management system.It is necessary to promote overall revitalization of villages based on traditional materials and social relations,and to give full play to the main role of low-income groups to promote development of rural industries.We should build a"deeply rooted anti-poverty team"to promote revitalization of rural talent and give full play to the leadership of the Party building in rural governance.
