摘要
全球化时代,国际人才成为经济社会创新与发展的重要力量,国际人才竞争也日益激烈,中国吸引国际人才面临国际关系复杂多变与国内人口结构转型的双重挑战。为在国际人才竞争中赢得主动,本文详细分析了中国国际人才发展现状与问题,并针对海外留学人才流失严重、“留学赤字”问题及国际移民比例低等问题提出了国际人才发展政策创新建议,包括人才回流战略、留学战略、外籍人才战略和国际人才组织战略四个方面。
In the era of globalization,international talent has become an important force for economic and social development,and the competition for international talent is becoming increasingly fierce.China’s efforts to attract international talent are faced with dual challenges,including complex and changeable international relations,and the transformation of domestic population structure.In order to help China win the initiative in Global talent competition,this paper analyzes the current situation and problems of China’s international talent development,and proposes innovative policy suggestions for international talent development in view of the serious loss of Chinese overseas students,the“international student deficit”,and the low proportion of international immigrants in China’s total population,etc.Four strategies,includes the facilitation for talent return,the development of China’s international education,the attraction of foreign talent and the establishment of an international talent organization,were elaborated in the final part to deal with the challenges faced by China.
