摘要
巡视巡察上下联动是推进党内监督的重要举措。巡视巡察上下联动经历了党的十八大期间的自发实践期和党的十九大以来的自觉推进期,从政治宣示变成实践规范。巡视巡察上下联动的基本要素包括结构性联动机制、功能性联动机制、过程性联动机制和支持性联动机制;内在动力在于创新工作制度、监督制度及治理制度,实现巡视巡察要素互动、优势互补;方向在于把握工作规律,强化组织力量,突出系统协作,聚焦统筹协调,瞄准创新发展,不断优化运行机制。
The coordination in disciplinary inspections conducted at different levels is an important measure to promote inner-party supervision.It experienced the spontaneous practice period during the 18th NCCPC and the self-conscious promotion period since the 19th NCCPC and changed from political declaration to practical norm.The basic elements include structural linkage mechanism,functional linkage mechanism,process linkage mechanism and supporting linkage mechanism.The internal driving force is to innovate the working system,supervision system and governance system.The direction is to grasp the work law,strengthen the organizational strength,highlight the system cooperation,focus on overall coordination,aim at innovation and development and constantly optimize the operating mechanism.
