High-Quality Development of Railway Materials Management in the New Era

物资管理作为铁路经营建设的基础支撑和防范风险的关键环节,对提升铁路运输服务质量和推动铁路绿色可持续发展具有重要作用。在分析铁路物资管理现状的基础上,针对铁路物资管理在管理理念、管理模式、管理手段和运行机制等方面的问题,提出新时代铁路物资管理高质量发展的总体思路,即创新面向供应链的集约化铁路物资管理模式,通过大统筹、大平台、大监管实现铁路物资供应链管理,推进系统化的铁路物资供应链管理方法实施,同时提出发展目标和实施路径,最终形成基于供应链的铁路物资集约化管理模式,实现面向智慧供应链的规范、敏捷、精益、智能、绿色的铁路物资管理。

As the basic support for railway operation and construction and a key link in preventing risks, materials management plays an important role in improving the quality of railway transportation services and promoting the green and sustainable development of railways. This paper analyzed the current situation of railway materials management, studied its problems in terms of management concept, management mode, management means and operation mechanism, and proposed the general idea of its high-quality development in the new era, that is, the innovation of intensive railway materials management mode oriented to the supply chain. The overall planning, large platform, and highly effective supervision assist the supply chain management of railway materials to promote the implementation of related systematic methods. The development goal is to realize the intensive, standardized, agile, lean, intelligent and green railway materials management matched with the smart supply chain.
