摘要 为优化港口铁路专用线联运作业组织模式,有效破解海铁联运"最后一公里"难题,在阐述"水路—公路—铁路"和"水路—堆场—铁路"联运作业组织模式的基础上,分析港口铁路专用线联运作业组织存在的问题,提出港口铁路专用线堆场共用模式和港口—铁路专用线直运模式2种优化模式并进行比较分析。其中,港口铁路专用线堆场共用模式可以有效提升堆存计划的灵活性,港口—铁路专用线直运模式可以有效减少装卸次数,有助于促进港口铁路专用线充分发挥货运物流效能,增强港口集散效应,提升港口物流服务质量。 This study aims to optimize the organization mode of combined transport for port railway special line and effectively solve the "last kilometer" problem in the sea–rail combined transport. It elaborated the "waterway–highway–railway" and "waterway–storage yard–railway" organization modes of combined transport and analyzed the problems in the organization of combined transport of port railway special line. Moreover, two optimization modes, namely storage yard sharing and direct transport, were proposed and compared. The former can effectively improve the flexibility of the storage plan, while the latter is effective to reduce the frequencies of loading and unloading. Both of them are helpful to give full play to the efficiency of freight logistics of the port railway special line, enhance the port distribution effect and improve the service quality of port logistics.
