基于三角白化权函数聚类的高速铁路外部环境安全评价研究

Research on Safety Evaluation of External Environment on High Speed Railways Based on Triangular Whitening Weight Function Clustering

为进一步提升我国高速铁路外部环境综合治理水平,以高速铁路外部环境危险源为研究对象,依据铁路安全相关法律法规以及2013—2018年间高速铁路外部环境安全事故数据,系统辨识与分析影响高速铁路运营安全的危险源,构建高速铁路外部环境安全风险矩阵,建立高速铁路外部环境安全评价指标体系,利用层次分析法、三角白化权函数以及模糊理论,研究构建高速铁路外部环境安全量化评价模型,并通过实例研究证明模型的有效性,研究成果可为我国高速铁路外部环境安全风险管控提供参考。

The research on external environmental hazards for high speed railways can further improve the comprehensive management of the external environment on high speed railways in China. This paper studied external environmental hazards for high speed railways and constructed the safety risk matrix of the external environment on high speed railways according to the laws and regulations related to railway safety and the accident data about the external environment on high speed railways from 2013 to 2018. The hazards affecting the operation safety of high speed railways were systematically identified and analyzed.The index system for the safety evaluation of the external environment on high speed railways was developed, and the quantitative evaluation model for external environmental safety on high speed railways was constructed with analytic hierarchy process, triangular whitening weight function, and fuzzy theory. The validity of the proposed model is proved through case studies and the research results can provide references for the safety risk management and control over the external environment on high speed railways in China.
