组织路线是现代政党治理研究的重要议题,中国共产党的发展壮大离不开正确组织路线的指导。中国共产党成立初期,就已经提出了组织路线概念。随着革命形势发展,逐渐形成“任人唯贤”为重点的组织路线。中华人民共和国成立后,组织路线在“又红又专”的基础上继续延展。改革开放以来,组织路线进一步沿着制度化趋势发展。党的十八大以来,习近平在马克思主义发展史上首次科学界定新时代党的组织路线。回顾组织路线的发展历程,可得出重要的时代价值,即坚持和加强党的全面领导是组织路线的根本支撑,锻造有力的组织体系是组织路线的重点内容,建设好干部队伍和人才队伍是组织路线的着力点,抓好组织制度建设是组织路线的重要保障。汲取这些时代价值,对于提升政党治理现代化水平、推进新时代党的建设新的伟大工程具有重要意义。

Organizational line is an important proposition in the study of party governance.The Chinese Communist Party has always been inseparable from the correct“organizational line”guidance over the past century.In the early days of the founding of the CPC,our Party first proposed the concept of an organizational line,with the development of the revolutionary situation,an organizational line focused on“appointing people on merit”was gradually formed,after the founding of the People's Republic of China,the organizational line was further extended on the basis of“both socialist-minded and professionally proficient”.Since the reform and opening up,the basic requirements of the organizational line have been innovatively developed.Since the 18th National Congress of the Communist Party of China,Xi Jinping has made scientific progress for the first time in the history of Marxism define the Party's organizational line in the new era.Looking back on the evolution of the organizational line over the Past century,four basic experiences can be drawn,that is,upholding and strengthening the party's overall leadership is the fundamental support of the organizational line,forging a strong organizational system is the key content of the organizational line,building a good team of cadres and talents is the focal point of the organization line,and strengthening the construction of the organization system is an important guarantee for the organization line.Following these basic experiences is of great significance for strengthening the Party's organizational building and advancing the great project of Party building in the new era.
