中国地方政府创新的逻辑:从技术操作、结构生成到制度演化——基于中轴性概念的分析

From Technical Practices,Structure Constructing to Institutional Evolution——Analysis of China's Government Innovation Concepts'Logic

改革开放以来,中国地方政府创新呈现出三个层面上相互关联的中轴性概念,形成理解地方政府创新的逻辑支撑,但这些概念容易混淆。第一个层面是地方政府创新的技术性概念,包括科学与民主、国际与本土等日常困扰学术研究与实际操作的概念。第二个层面是构成地方政府创新的结构性概念,涉及地方政府创新的结构生成问题。第三个层面是演化性概念,涉及地方政府创新的横向扩散与纵向扩展等议题,指向地方政府创新的内容究竟能否制度化这一根本问题。在政府创新的实际演化过程中技术性概念与结构性概念之间产生一系列冲突和张力,这种概念冲突实际上表征着政府创新过程的体制性阻力、社会性压力和维持性困境。

After more than 40 years,local government innovations,China has been generating a“localized China”approach including three levels of related but confusing concepts:technical-practical concepts such as science and democracy,international commons and local characteristics in first level;structured concepts dominating the axis of government innovation in second level;and institutional evolution concepts such as bottom-up evolution and scale-out evolution in third level.During the course of government innovation,we find the conflict between structured concepts and technical concepts which finally affects the institutional concepts.Only in the real practices,can we truly understand the specific meaning of the political pressures and social obstacles of innovation and the difficulties in the maintenance of innovations.
