山海城交融的城市滨海地区开发议题与策略--以深圳市深汕特别合作区滨海地区为例

Issues and Strategies of Development of Urban Coastal Areas,an Integration of Mountains,Seas and Cities-Taking the Coastal Area of Shenshan Special Cooperation Zone of Shenzhen Municipality as an Example

城市滨海地区的开发机遇与挑战并存,临山面海的滨海城区山海资源得天独厚,要充分利用其资源优势,实现可持续发展,与安全、生态、交通、产业、形象等重要议题息息相关。文章结合深圳市深汕特别合作区(简称“深汕合作区”)滨海地区实践项目,挖掘滩、岛、湾、山、河、绿、城等丰富资源,针对各重要议题提出战略与对策:安全方面刚柔协防,应对未来;生态方面山海链接,绿能低耗;交通方面,外联大区,内串微环;产业方面,多样竞合,智能先导;形象方面,山海筑城,高效减压,由此推动国际化滨海都市活力示范区的建立。

Opportunities and challenges coexist in the development of urban coastal areas.The coastal urban area is sitting on abundant mountain and sea resources.Making full use of its resource advantages to achieve sustainable development is closely related to important issues such as safety,ecology,transportation,industry,and image.This article further explores urban coastal areas’rich resources of beaches,islands,bays,mountains,rivers,greenery and cities,and propose corresponding strategies and countermeasures for each important issue,combining the practical projects for the Coastal Area of Shenshan Special Cooperation Zone of Shenzhen Municipality(hereinafter referred to as Shenshan Cooperation Zone).Safety:Rigid-flexible defense to meet future;ecology:link mountains and seas,green energy and low consumption;transportation:combine the external district traffic with the internal circulation;industry:industry competition and cooperation,and intelligent guidance;image:build a city at the base of the mountains and the edge of the sea,and reduce the pressure efficiently.This promote the establishment of an internationalized coastal city vitality demonstration zone.
