石家庄市既有多层住宅加装电梯实施障碍调查分析

Investigation and Analysis on Obstacles to the Implementation of Elevator Installation in Existing Multi-storey Residential Buildings

既有多层住宅加装电梯给居民生活带来很大的便利,同时中国存在大量老旧小区,加装电梯俨然已成为社会热点问题,并且政府大力支持这项惠民工程,事实上却推进较慢,困难重重.为弄清楚加装电梯推进困难的具体实施障碍,结合当前加装电梯的发展现状,设计调查问卷,并在石家庄市地区范围内展开了调查.调查结果表明:加装意愿难统一、实际建造成本高于业主期望和组织层面缺乏牵头人是目前加装电梯工作推进的主要障碍因素.在未来的实践中,高层业主对低层业主进行适当补偿、政府加大补贴力度、引导牵头人间建立有效的联系等措施将有助于加装电梯工作的推进.

The installation of elevators in existing multi-storey residential buildings has brought great convenience to residents’lives.Meanwhile,there are a large number of old communities in China.The installation of elevators has become a hot social issue,and the government strongly supports this project to benefit the people,but in fact it has pushed forward slowly with a lot of difficulties.To clarify the specific implementation obstacles for the promotion of elevator retrofitting,this paper designs a questionnaire based on the current development status of elevator retrofitting,and conducts a survey within Shijiazhuang City.The survey results show that the difficulty in unifying installation willingness,the fact that the real construction cost is higher than the owner’s expectations,and the lack of a"leader"at the organizational level are the main obstacles to the promotion of elevator installation.In future practice,the implementation measures such as appropriate compensation by high-level owners to low-level owners,increased government subsidies,guiding the establishment of effective links between"leaders"will help the advancement of elevator installation work.
