差别化用地政策与全要素统筹逻辑梳理--以兰州市未利用地“一减三增”为例

Differentiated Land Policy and the Coordination Logic to Spatial Elements--Taking ’’One Decrease Three Increase’’ of Un-Utilized Land in Lanzhou for Example

兰州市50%以上的未利用地与生态脆弱区高度重合,主要分布在黄土梁峁沟壑丘陵区域的矮半灌木荒漠草原。当前,兰州市亟须统筹破解生态本底脆弱与生态建设需求迫切的矛盾、有限的盆地河谷与各级战略投放的矛盾、紧约束下人粮争地的矛盾。新时代,为了推进西部大开发,建立新格局,提出实施差别化用地政策,使未利用地再次成为兰州市的政策红利区与空间统筹弹性区。要推进国家的现代化治理,须强化全要素统筹管理,兰州市提出"一减三增"思路:优先系统化建设生态空间,提升生态服务能力,锚固生态基底;统筹耕地分布,化零为整、提质增量,实现农业现代化战略目标;在此基础上适量增加建设用地,优化全域国土空间格局。论文阐述了兰州市未利用地的开发探索历程,分析了兰州市保护与发展的核心矛盾,并提出新时代兰州市未利用地的统筹使用方向。

More than 50%of the unused land in Lanzhou is highly coexisting with the ecologically fragile areas,mainly distributed in the low and semi-shrub desert steppe in the hilly region of loess ridge,mound,gully and hilly region.At present,Lanzhou urgently need to balancing the contradiction between development and protection,the contradictions between limited basin valley and strategic placement at all levels,the conflict between people’s food and people under tight constraints.In the new era,in order to promote the development of the western region and establish a new pattern,it is proposed to implement the differentiated land use policy,so that the unused land will once again become the policy bonus area and spatial coordination elastic area of Lanzhou.To promote the modern governance of a country,it is necessary to strengthen the overall management of total factors,so we presented the idea of"one decrease three increase":prioritize the systematic construction of ecological space,improve the ecological service capacity,and anchor the ecological base;coordinating the distribution of cultivated land,integrating parts,improving quality and increasing quantity,and realizing the strategic goal of agricultural modernization;on this basis,an appropriate amount of construction land should be added to optimize the spatial pattern of the whole region.This paper expounds the exploration course of the unused land development in Lanzhou,analyzes the core contradiction between the protection and development of Lanzhou,and puts forward the overall utilization direction of the unused land in the new era.
