Circular Economy A resource recycling system will see its basic establishment in China by 2025, according to a five-year plan released by the National Development and Reform Commission on July 7.The plan specified that the country’s energy and water consumption per 10,000 yuan($1,540) of GDP will be lowered by about 13.5 percent and 16 percent, respectively, by the year from the 2020 levels.
