“双循环”新格局下“粤澳深度合作区”合作机制分析--以中葡平台为视角

Analysis of the Cooperation Mechanism of the "Guangdong-Macao Intensive Cooperation Zone" under the "dual circulation" Development Pattern——From the Perspective of the Service Platform for Trade and Economic Cooperation between China and Portuguese-speak

“十四五”时期,中国要“加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局”。粤港澳大湾区是国家对外往来和改革开放的桥头堡,澳门要成为桥头堡中打通内循环和外循环的节点,就需要粤澳之间深度合作。“粤澳深度合作区”的合作模式将为“一国两制”新实践作出新的探索,积累新的经验,具有新的指导意义。因此,本文从深度合作区的合作层次、合作主体、合作模式以及合作重点领域四个方面对合作机制予以分析,并从中葡平台建设发挥双循环作用的角度,针对合作机制给出了相应的政策建议。

During the 14 th Five-Year Plan period,China should"accelerate the establishment of a dual circulation development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement."The Guangdong-Hong Kong-Macao Greater Bay Area is the bridgehead of China’s foreign exchange and reform and opening-up.For Macao to become a key link between the internal and external circulation,it is necessary to conduct in-depth cooperation between Guangdong and Macao.The"Guangdong-Macao Intensive Cooperation Zone"will make new explorations for the new practice of"one country,two systems",and accumulate new experience significantly.Therefore,this paper analyzes the cooperation mechanism in the four aspects of the cooperation level,the cooperation entities,the cooperation mode and the key fields for cooperation,and provides policy proposals regarding the cooperation mechanism from the perspective of the construction of China-Portugal Platform serving dual circulation development.
