基于熵值-PLS的营商环境建设动态及影响因素分析

An Analysis of Dynamic and Influence Factors of Business Environment Construction based on Entropy-PLS

营商环境水平的起落是诸多因素综合作用的结果,基于当前营商环境建设动态,构建了评价体系,利用熵值法对指标赋权和发展水平测算,并对权重排名前10的指标与待评对象的综合评价情况进行PLS回归分析。结果显示:评价指标体系中,权重排名前10的指标对营商环境建设均呈现正向促进作用;通过PLS回归模型对变量间多重共线性作用的消除,产权获准规模、城市供水能力、网络通信状况等要素对营商环境建设的重要性突显,而外资引入规模、城市供气能力、城市供电能力、电子政务水平等指标的重要性相对减弱。结合上述测算结果,提出相应的助力营商环境建设对策。

The rise and fall of business environment level is the result of many factors.Based on current business environment construction trends,this paper constructs an evaluation system,uses Entropy method to calculate the index weighting and development level,and makes PLS regression analysis of the comprehensive evaluation of the top 10 indexes and the objects to be evaluated.The results show that:in the evaluation index system,the top 10 indexes have a positive effect on business environment construction;the importance of property rights permission scale,urban water supply capacity,network communication status and other factors on business environment construction is obvious through the elimination of multiple collinearity among variables by PLS regression model,while the importance of foreign investment introduction scale,urban gas supply capacity,urban power supply capacity,e-government level and other indicators is relatively weakened.Combined with the above calculation results,this paper puts forward the corresponding countermeasures to help business environment construction.
