研究黑龙江省高校冰雪运动学科建设与冰雪体育特色人才培养所面临的机遇与困境,针对两者之间的相关性、发展优势与不足,构建新的发展理念与举措,优化其发展路径。黑龙江省冰雪运动学科建设与冰雪体育特色人才培养存在缺乏创新、高层次人才流失严重、学科基础理论根基不牢固、人才培养质量不高、培养方向不均衡等不足的表现。提出打破学科分类限制,引入竞争机制;冰雪学科特色建设不断推动体育发展环境创新驱动,使得高等教育从“外部拓展”转为“内部提升”;冰雪运动特色学科建设将引来各级政府资金扶持等举措,提升黑龙江省冰雪运动学科建设与冰雪特色人才培养质量,服务北京冬奥会,促进黑龙江省冰雪运动走向国际化。

Study the opportunities and difficulties faced by the construction of ice and snow sports disciplines and the cultivation of ice and snow sports talents in colleges and universities in Heilongjiang Province, aiming at the relevance, development advantages and disadvantages between the two, constructing new development concepts and measures, and optimizing their development paths. The construction of ice and snow sports disciplines and the cultivation of ice and snow sports characteristic talents in Heilongjiang Province are lack of innovation, serious loss of high-level talents, weak disciplinary foundation theory, low quality of talent training, and uneven training direction. It is proposed to break the restriction of discipline classification and introduce a competition mechanism;the construction of the characteristics of ice and snow disciplines continuously promotes the innovation of sports development environment, which makes higher education from "external expansion" to "internal improvement";the construction of special disciplines of ice and snow sports will attract government funds at all levels Support and other measures to improve the discipline construction of ice and snow sports in Heilongjiang Province and the quality of ice and snow talent training, serve the Beijing Winter Olympics, and promote the internationalization of ice and snow sports in Heilongjiang Province.
