摘要
TOD模式发端于1990年代的美国,其构想在于通过公共交通导向的高密度混合开发,实现城市精明增长。该文对TOD的概念与核心内涵进行阐述,并结合其在美国的典型应用,从宏观谋划、街区设计、精细开发等层面进行深入分析。研究表明,TOD模式不是狭义的交通层面的理论,而是一个层级分明、功能完整的城市发展范式,需要从城市、街区层面逐级落实,并通过多元参与实现其规划理念的有效实施。
The TOD model,which originated in the US in the 1990s,is designed to achieve urban smart growth through high-density mixed-development led by public transport.In this paper,the concept and core connotation of TOD are expounded,and combined with its typical application in the United States an in-depth analysis is made from the aspects of macro planning,block design,fine development and so on.The research shows that the TOD mode is not a theory at the narrow sense of transport level,but an urban development paradigm with distinct levels and complete functions.It needs to be implemented level by level from the city to blocks,and the effective implementation of its planning concept can be realized through multiple participation.
