Four Dimensions of the Construction of National Discourse Ability

在纷繁复杂的世界变局和国内进入新发展阶段背景下,加强国家话语能力建设迫在眉睫。当前亟须切实解决国家话语建设的深层次问题和可持续问题,可重点从4个维度着力:其一,强化议题设置,从国家发展需求和国际时局出发,主动设置既能体现我国国家意志和利益诉求,又能契合人类共同情感和价值追求、具备国际张力的新议题,掌握话语主动权;其二,注重话语体系建构,围绕重要议题凝练核心思想,创建有机的概念体系,实现对议题内涵和外延的深入解读和全面表述,从而形成蕴含思想体系、理论系统、文化基础、制度保证和目标建构的话语体系;其三,调适话语表达,善用受众的话语求共鸣,善用平易的话语接地气,善用故事性话语入人心,善用多手段表达添魅力;其四,实现话语传播策略的突围,需要研判新形势精准施策,创新传播机制推动全媒合唱,激活"沉默的多数",培育"在地"传播者,挖掘民间潜能以个体叙事演绎国家故事,利用现代科技优化传播平台和方式手段,强化国际传媒合作,创建国际话语朋友圈。

National discourse ability is an indispensible part of national language capacity and an important element of the national soft power.Against the background of the complicated changing world and the new stage of China’s development,it is urgent to strengthen the construction of our national discourse ability.We should focus on the following aspects to effectively solve the deep-seated problems for the sustainable construction of our national discourse.(1)It is necessary to design a good agenda.Based on the needs of China’s development as well as the current situation of the world,we should have a new agenda with international tensile force that can not only reflect the national will and interest demands of China,but also conform to the common sentiment and value orientations of mankind so as to firmly grasp the initiative to discourse.(2)It is a must to emphasize the construction of the discourse system.We should focus on the core ideas,create an organic conceptual system and comprehensively interpret the denotations and connotations of the agenda so as to form a discourse system containing the ideological system,the theoretical system,the cultural basis,the institutional guarantee and the goal-oriented construction.(3)It is necessary to have a flexible expressive discourse.We should employ manifold methods to utilize everyday discourse,approachable discourse and story-oriented discourse to bring the concept of discourse truly accepted by the people.(4)It is also necessary to improve communication strategies for proper discourse.We need to implement precise strategies according to the new situation and promote the all-media publicity by innovating the communication mechanism.We need to activate the“silent majority”to train the“on-the-spot”communicators who can use individual narratives to interpret national stories.We also need to use modern technology to optimize communication platforms and methods to strengthen international media-based cooperation and establish an international discourse community.
