水文明是人类和水的关系发展到一个较高层次所形成的一种人类文明的亚形态,在人类历史上曾经在一些社会或某些社会的发展阶段被构建起来,对人类社会及文明发展产生了重要的作用。水文明反映了人类社会和水的复杂关系,标志着人类对水资源利用的一种新阶段。在当代发展中水文明构建具有支撑社会发展、维持人水和谐关系的双重价值。水文明对于应对全球水危机、建设生态文明、实现人类的可持续发展具有重要的意义。在当代构建水文明必须要有先进的理念作为引领,彰显其时代特征,把人类和自然的和谐作为水文明建设的重要基石。同时也要具有人类命运共同体的宏观视野,将水文明的建设作为人类共同的利益追求,全球协力共同推动水文明的构建。

Water civilization is a sub-civilization of human civilization which was formed when the relationship between water and mankind was developed to a higher level.Water civilization built in some societies in the human history played an important role in the development of human societies and civilizations.Water civilization reflects a complex relationship between water and mankind,and mirrors a new stage of using water resources.The construction of water civilization in contemporary times plays a double role in promoting social development and maintaining the harmony between nature and mankind and in coping the global water crisis,building the eco-civilization and realizing the sustainable development.Its current construction should follow new ideas,highlight its historical features and put the harmony of water and mankind as the cornerstone.Simultaneously,its construction as the common pursuit of mankind also relies on the grand vision of the community with a shared destiny for mankind and the concerted efforts of the global community.
