The Development Ethics of Global Climate Governance:Theoretical Explanation and Practical Strategy

全球气候治理已成为21世纪人类发展的严峻难题和课题。全球气候治理若要取得实质性进展,发展伦理不能缺场。用发展伦理来指导和解决气候变化引发的环境问题,是一种理论创新。本文从发展伦理的角度研究和分析全球气候治理问题,明确了全球气候治理的发展伦理内涵,厘清了全球气候治理的新变化和新挑战,提出了实施全球气候治理的发展伦理策略,指出迈向建设美丽地球的人类命运共同体道路,是建立全球气候治理体系的必由之路。为全球气候治理的学术研究寻求突破口,有助于学界关注、研究将发展伦理的理论与实践成果应用到全球气候治理中,在既有成果的基础上,挖掘、追踪发展伦理在全球气候治理领域的演变轨迹,对气候伦理和全球气候治理评价体系的研究形成补充。

Global climate governance has become a serious problem and focus of human development in the 21st century.If global climate governance is expected to make substantial progress,development ethics cannot be absent.The application of development ethics to solving environmental problems caused by climate change is a theoretical innovation.This article studies global climate governance issues from the perspective of development ethics,clarifies its implications as well as new changes and challenges,proposes the implementation of its development strategies,and pointed out that the road of building the community with a shared destiny for mankind on a beautiful earth is a must in the process of establishing a global climate governance system.This article aims to make a breakthrough in the academic research of global climate governance to help the academic community to focus on the application of the theoretical findings and practical results of development ethics to global climate governance.On this basis,it gives an incisive analysis of the evolution of development ethics in the field of global climate governance,which can shed some light on the future research on climate ethics and the relevant evaluation system.
