摘要
在国家"十四五"规划发展战略中,明确指出排污许可制度的未来发展思路和改革重点,强化顶层设计,从法律的层面明确各主体责任。基于此,笔者展开以下分析,以排污许可制度的科学定位、建立和完善为中心,探讨排污许可制度实施的法律保障机制。
in the national "fourteenth five year plan" development strategy, it clearly points out the future development ideas and reform focus of emission permit system, strengthens the top-level design, and clarifies the responsibility of each subject from the legal level. Based on this, the author carries out the following analysis, focusing on the scientific positioning, establishment and improvement of the emission permit system, discusses the legal guarantee mechanism of the implementation of the emission permit system.
