我国公共文化服务绩效评估理论及实践成果日渐丰富,但已有成果理论基础薄弱滞后于实践,不能充分发挥其对实践的指导作用;各地评估实践多是“摸着石头过河”,存在一定区域性和不稳定性.理论研究从“碎片化”走向“系统化”,从“单一视角和方法”走向“多维视角和方法”已成为其基本发展方向.在国家治理体系现代化和社会数字化发展背景下,未来评估实践必将走向统一化、动态化、多元化、数字化、常态化和制度化,对评估价值理性的追求和评估本身的监督也将成为未来公共文化服务绩效评估探索的重点.

The theory and practice of public cultural service performance evaluation in our country has had great achievement,but the theoretical foundation of the existing achievements lags behind practice and cannot give full play to its guiding role.Without theoretical guidance,evaluations practices are mostly careful trials which are are regional and instable.Therefore,the theoretical research must develop from being‘fragmental’to‘systematic’,from being‘single in perspective and method’to‘multidimensional in perspective and method’.In the background of the modernization of the national governance system and the development of the digitalized society,evaluation practices in the future are bound to be unified,dynamic,diversified,digitized,normalized and institutionalized,the pursuit of value rationality and the supervision of evaluation itself will become the focus of public cultural service performance evaluation in the future.
