公路建设临时用地土地复垦方案设计与实践——以仁寿县红星路南延线为例

Design and Practice of Land Reclamation Plan of Temporary Land Use in Highway Construction——A Case of the South Extension of Hongxing Road in Renshou County

根据国家法规,公路建设的临时用地应遵循“谁损毁,谁负责”的原则及时复垦。文章以仁寿县红星路南延线土地复垦方案为例,对土地复垦必要性、临时用地损毁程度评价、复垦方向确定、复垦措施及工程设计、复垦效益评价进行分析与设计。通过公路建设临时用地土地复垦方案的实例化设计,为损毁生态环境的恢复与建设,被占用和损毁土地的生产力恢复和形成新的人工景观提供了具体的参考实例,有助于将公路建设工程对生态环境影响减小到最低程度,实现土地资源的可持续利用。

In light of national laws and regulations,the temporary land use in highway construction should be reclaimed in timeaccording to the principle of"who destroyed,who reclaimed".Taking the example of the land reclamation plan in the south extension of Hongxing Road in Renshou County,this paper analyzes and designs the necessity of land reclamation,the assessment on destroy degree of temporary land,the determination of reclamation direction,the reclamation measures and the design of reclamation projects,and benefit evaluation of reclamation.Through the instantiated design of the land reclamation plan of temporary land use in highway construction,it provides specific reference examples for the restoration and reconstruction of the damaged ecological environment,the productivity recovery of the occupied and damaged land,and the formation of new artificial landscapes.It helps to minimize the impact of highway construction projects on the local ecological environment and to realize the sustainable use of land resources.
