长三角地区雾霾污染、土地资源错配与高质量发展 被引量:2

The Haze Pollution,Land Resources Mismatch,and High-quality Development in the Yangtze River Delta Area

摘要 文章在剖析城市雾霾污染、土地资源错配对高质量发展影响机理的基础上,采用2009-2017年长三角27个城市的面板数据,依据"创新、协调、绿色、开放、共享"原则,建立高质量发展评价指标体系,采用熵值法测度了城市高质量发展指数。通过构建静态与动态面板模型,实证考察了城市雾霾污染、土地资源错配对高质量发展的影响。结果发现:考察期内,长三角城市群的高质量发展指数存在明显差异,上海、苏州、南京的高质量发展指数分别位居第一、第二、第三位,位于最后五位的城市分别为池州、盐城、滁州、宣城和安庆;分省份来看,上海市、江苏省、浙江省的高质量发展指数分别位居第一、第二、第三位,安徽省高质量发展指数最低。动态模型估计结果显示,雾霾污染、土地资源错配对高质量发展的影响都为负值,且通过显著性检验,城市雾霾污染、土地资源错配制约了城市高质量发展水平的提升。据此,长三角地区需要加强城市雾霾污染治理,优化土地资源配置,纠正土地资源错配。 Based on the analysis of the impact mechanism of urban haze pollution and land resources mismatch on high-quality development,this paper uses the panel data of 27 cities in the Yangtze River Delta from 2009 to 2017,establishes the high-quality development evaluation index system according to the principle of"innovation,coordination,green,open,and sharing",and measures the urban high-quality development index by entropy method.Then,the static and dynamic panel models are constructed to empirically investigate the impact of urban haze pollution and land resource mismatch on highquality development.The results show that there are significant differences in the high quality development index of the Yangtze River Delta urban agglomeration during the study period.Shanghai,Suzhou,and Nanjing rank first,second,and third respectively in the high-quality development index.From high to low,Chizhou,Yancheng,Chuzhou,Xuancheng,and Anqing are the last five cities with high quality development index.In terms of provinces and regions,Shanghai,Jiangsu,and Zhejiang rank first,second,and third respectively in the high-quality development index.Anhui province has the lowest high quality development index.The dynamic model estimation results show that the impact of haze pollution and land resource mismatch on high-quality development is negative,and through the significance test,urban haze pollution and land resource mismatch restrict the level of urban high-quality development.In the future,the Yangtze River Delta should strengthen urban haze pollution control,optimize the allocation of land resources,and correct the mismatch of land resources.
