乡村振兴战略下西安休闲农业产业现状与发展探讨

Current Status and Development Trend of Leisure Agricultural Industry in Xi'an Under the Strategy of Rural Revitalization

休闲农业作为一项新的产业形态和消费业态,在发展农业、繁荣农村、富裕农民、保护生态、传承文化等方面具有不可替代的作用,已成为农业和农村经济发展的亮点之一。为推动西安市休闲农业产业健康有序发展,本研究采用查阅资料、专题访谈、实地调研等形式,对西安市休闲农业产业现状进行了专题调研。结果表明,目前西安市休闲农业已基本形成了以秦岭北麓休闲农业产业带、渭河沿岸休闲农业产业带和白鹿塬、杜陵塬、荆山塬休闲农业示范区为核心的“两带三区”产业格局,农家乐、休闲农庄、休闲农业园区为主要产业模式。西安市大力发展田园综合体,兴建特色休闲农业小镇,各种经营模式并存发展,模式不断丰富,功能日益拓展,呈现出良好的发展态势。但同时发现了影响产业发展的环境基础设施滞后、产业发展不平衡、管理制度不健全等问题,最后提出要合规经营有序发展、加强休闲农业的组织与协调、做优做强休闲农业特色产业等多项整合推进措施,以促进产业发展。

As a new industrial form and consumption form,leisure agriculture plays an irreplaceable role in developing agriculture,prospering rural areas,making farmers rich,protecting ecology,inheriting culture and other aspects.It has become one of the highlights of agricultural and rural economic development.In order to promote the healthy and orderly development of leisure agriculture industry in Xi'an,the current situation of the industry was investigated through literature review,focus discussion and field research.The results show that Xi'an’s leisure agricultural industrial pattern of"two belts and three areas"has been basically formed,including the leisure agricultural industrial belt in the north foot of Qinling Mountains,the leisure agricultural industrial belt along the Weihe River and the leisure agricultural demonstration areas in Bailuyuan,Dulingyuan and Jingshanyuan.The main industrial modes are agritainment,leisure farm and leisure agricultural park.The rural complex and the characteristic leisure agricultural town are vigorously developed,and various models coexist and develop.It shows a good development trend with the industrial scale expanding year by year,with continuously enriched modes and expanded functions.In view of the existing problems,the study points out factors constraining the industrial development such as outdated industrial environmental infrastructure,imbalanced industrial development and imperfect management system,and proposes several integrated measures such as compliance management,orderly development,strengthening organization and coordination,and making the leisure agricultural industry stronger and with high quality.
