习近平法治思想对我国宪法制度的切实运行、宪法理念的深入人心、宪法文化的亘古长青有着十分深远的意义。习近平法治思想强调坚持党的集中统一领导作为一项制度、一种精神和一种历史叙事与宪法制度紧密地契合在一起,党的领导制度、国家制度和法律制度成为了相辅相成、相互统一的体系。我国宪法制度与西方宪政制度有着本质区别,充分体现了鲜明的中国特色社会主义特征。2018年我国宪法修订及时回应了世界格局重大变化和我国改革发展的客观需求,以宪法实施推动国内经济社会的高质量发展,形成以国内大循环为主体、国内国际双循环相互促进的发展新格局,这也是习近平法治思想中体现的重要内容。习近平法治思想还明确了新时代我国宪法实施的三大方略,即政治方略、法律方略和意识方略,并对宪法实施的具体路径进行了指引。

Xi Jinping’s Thought on the Rule of Law has very far-reaching significance to the practical implementation of China’s constitutional system,the popularity of the constitutional philosophy and the continuance of the constitutional culture.The Thought emphasizes the adherence to the centralized and unified leadership of the Communist Party of China as an institution,a spirit and a historical narrative that is conjunct closely with the constitutional system,and the Party’s leadership system,state system and legal system have been a complementary and unified system.Under the guidance of Xi Jinping’s Thought on the Rule of Law there are essential differences between China’s constitutional system and the western,the former fully reflects the socialism with Chinese characteristics.The revision of China’s Constitution in 2018 timely responds to the major changes of the world situation and the objective needs of China’s reform and development,promoting high-quality development of domestic economic and society with the implementation of the Constitution and forming a new pattern in which great domestic circulation is the mainstay and domestic circulation and international circulation promoting mutually.This is also an important element embodied in Xi Jinping’s Thought on the Rule of Law.The Thought also clarifies the Three Initiatives for the implementation of the Constitution in a new era:the political strategy,the legal strategy and the consciousness strategy,and provides guidance on specific actions to be taken.
