政府职业教育治理能力现代化的现实困境与改进路径--“整体政府”理论的启示

Practical Difficulties and Improved Path of the Modernization of Vocational Education Governance Capability:The Enlightenment of Holistic Government Theory

职业教育的现代化呼唤政府治理能力的提升。由于整体效应的缺失,政府治理职业教育的能力难以有效发挥,其困境主要表现为职业教育治理中政府职能分散化、纵向政府部门政策执行涣散化以及政府治理职业教育过程碎片化。“整体政府”理论的“横向合作”“纵向协调”“服务连贯”等基本特征为强化政府治理的整体性提供了有益启示。为了政府能够充分发挥整体功能,推进政府治理能力的现代化,必须深化职业教育职能部门的机构改革,健全职业教育政策执行的监督机制,创新职业教育服务的信息化供给模式。

The modernization of vocational education need to promote government's governance capability.Because of the lack of holistic effect,government's vocational education governance capability hasn't made an effective development.The practical difficulties in the modernization of government's vocational education governance capability are mainly manifested in the decentralization of government function in vocational education governance,the slack of policy implementation across the vertical government departments and the fragmentation in the process of vocational education governance.The essential features of"horizontal cooperation","vertical coordination","service continuity"in the theory of holistic government are helpful to guide the government to play its overall function,which plays an important enlightening role in the improvement of government's vocational education governance capability.To play its overall function of the government to improve the governance capacity,the government need to deepen the institutional reform of the functional departments of vocational education,improve the supervision mechanism of the vocational education policy implementation,and innovate the information-based supply model of vocational education services.
