后脱贫时代职业教育在相对贫困治理中的职能定位

摘要 我国职业教育助力脱贫攻坚经过了从救济式到开发式的区域扶贫阶段,从全面覆盖到对口支援的攻坚扶贫阶段,多方面、多主体、多方式的联动扶贫阶段和区域精准与个体精准相结合的精准扶贫阶段。在后脱贫时代贫困治理呈现出新的特征:以相对贫困为治理对象、以城乡统筹为治理机制和以多维贫困为治理方向。故在后脱贫时代的相对贫困治理中职业教育的职能定位为:精准聚焦相对贫困主体、服务于城乡统筹发展和注重精神贫困治理。 China's poverty alleviation through vocational education has gone through the following four stages:regional poverty alleviation from relief to development,strengthening poverty alleviation from comprehensive coverage to counterpart support,the linkage poverty alleviation through multi aspects and subjects,targeted poverty alleviation combining regional precision with individual precision.In the post-poverty alleviation era,poverty governance shows new features as followings:relative poverty is the object of governance,urban and rural coordination is the governance mechanism and multidimensional poverty is the governance direction.In the post-poverty alleviation era,the function positions of vocational education for relative poverty governance are to focus on the relatively poverty,to serve the balanced development of urban and rural areas,and to emphasize spiritual poverty governangce.
