在深化交往交流交融中铸牢中华民族共同体意识——以北仑少数民族流动人口城市融入为例

Creating a Strong Sense of Community for the Chinese Nation in the Course of Further Interaction,Communication and Integration Among Different Ethnic Groups:A Case Study of the Integration of Ethnic Minority Migrant Population into Beilun 北仑 of Ningbo City

改革开放以来,特别是进入新世纪后,少数民族人口大规模向东部和内地城市流动,这既是历史发展的趋势,同时也存在“三个不适应”,即进城的少数民族群众对城市的生活和管理方式、城市居民对他们的某些生活和行为方式以及我们的工作方式和管理机制等都不能很好适应。浙江省宁波市北仑区不断以深化各民族交往交流交融解决“三个不适应”,以“铸牢”促进“融合”,积极创新城市民族工作服务管理机制,构筑多层次、广覆盖、全方位社会化服务管理网络,有效应对少数民族流动人口城市融入面临的一系列难题,形成党委重视、多方联动、共同参与的社会治理模式,成为内地城市民族工作的标本。

Since the reform and opening up,especially the beginning of the new century,it has become a trend of historical development that ethnic minority population on a large scale move toward the eastern coastal cities and other cities of Chinese mainland.At the same time,there are also "three maladjustments".First,the minority migrants feel it difficult to fit into the lifestyle and management methods in cities;second,local people feel it is not easy for them to adjust to some customs of the migrants;and finally our ways to work and our governance mechanism are not compatible with the lifestyle of the migrants.In Beilun District of Ningbo City,Zhejiang Province,the government continues to enhance "interaction,communication,and integration" between local people and minority migrants in order to solve the "three maladjustments",and meanwhile promote "integration" through creating a stronger sense of community for the Chinese nation.Service management mechanism of urban ethnic work is actively innovated,and a multi-level,wide coverage and all-round socialized service management network is constructed to effectively respond to a series of difficulties encountered in the urban integration of migrant population of ethnic minorities.In Beilun a social governance model is developed for the urban ethnic work in eastern cities with Party committee’s great concern and multifold coordination and participation.
