The Construction of the Institutional System in the Field of Ideology

为深入学习贯彻党的十九届四中全会精神,坚持马克思主义在意识形态领域指导地位的根本制度,深刻理解和落实党中央作出的一系列涉及意识形态领域制度体系建设的重大部署,本文阐述了构建意识形态领域制度体系的必要性,提出构建包括思想理论学习教育制度、思想政治工作培育制度、哲学社会科学繁荣制度、文化艺术发展繁荣制度、新闻舆论宣传引导制度和意识形态工作责任落实制度等六大制度的制度体系,在对其理论基础、政策依据和实践经验进行充分论证的基础上,分析六大制度之间的内在逻辑,并积极探索构建路径。

In order to thoroughly study and implement the spirit of the Fourth Plenary Session of the 19 th CPC Central Committee,adhere to the fundamental system with Marxism taking the guiding position in the field of ideology,deeply understand and implement a series of major deployments made by the Party Central Committee involving the construction of the institutional system in the field of ideology,this paper elaborates the necessity of constructing the institutional system in the field of ideology and proposes the construction of an institutional system including the system of ideological and theoretical study and education,the system of ideological and political work education and training,the system of prosperity of philosophy and social science,the system of development and prosperity of culture and art,the system of propaganda and guidance of public opinion,and the system of responsibility implementation of ideological work,analyzes the internal logic among the six systems based on a full demonstration of its theoretical foundation,policy basis and practical experience and actively explores the construction path.
