科研仪器平台的运行效率评价:两阶段数据包络分析视角 被引量:3

Operational Efficiency Evaluation of Scientific Research Instruments Platform:Perspective of Two-stage Data Envelope Analysis

摘要 科学评价是保障科研仪器平台可持续运行的重要手段之一,然而科研仪器平台运行效率评价的关键指标仍有待梳理。基于现有研究和实践经验,以中国科学院建设的75家科研仪器平台为对象,构建包含27个投入产出指标的遴选体系;根据专家评价法选取8个投入产出特征指标,包括队伍结构、人力投入、领导作为、运行状态、仪器效率、工作总量、科研服务和开放程度,运用数据包络分析(DEA)对平台的日常运行和支撑服务开展两个阶段效率评价。结果显示:总体上样本平台的运行效率处于上升趋势,第一阶段的效率水平相对较高,第二阶段的效率水平则偏低,且技术水平效率处于下降趋势,整体效率仍有待提高。基于对中科院模式下科研仪器平台运行管理效率的实证分析,提出科研仪器平台的发展应注重技术管理与运行管理的融合与互补,以满足不同利益攸关方的需求,加强为科技创新成果的产出提供有效支撑。 Scientific evaluation of scientific research instrument platforms(SRIPs)makes a significant link in boosting the SIPs development.However,the key evaluation indexes of the SRIP operation efficiency remain controversial and urgently need to be sorted out.Based on the existing research and practical experience,this paper chooses 75 SRIPs built by the Chinese Academy of Sciences(CAS)as study objects,and constructs a selection system containing 27 input-output indicators to study the efficiency evaluation of SRIPs.The paper uses the expert evaluation method to select eight key indicators namely the team structure,the workforce,the leadership,the operation status,the instruments efficiency,the total amount of work,the scientific research services,and the degree of opening,and uses the two-stage data envelopment analysis(DEA)method to evaluate the daily operation and support services of the SRIPs.The result shows that in general the operation efficiency level of the sample platforms is on an upward trend,the efficiency level of the first stage is relatively high while apparently low in the second stage,the technical level keeps a decline trend and the overall efficiency value needs to be improved effectively.Based on the empirical analysis on the operation and management efficiency of SRIPs under the CAS model,the paper proposes that the development of SRIPs should pay attention to the integration and complementarity of technology management and operation management to meet the needs of different stakeholders,and strengthen the effective support for the output of scientific and technological innovation.
