新时代退役军人权益保障制度的完善思考

退役军人的权益保障关乎国防和军队建设的未来,关系社会的稳定。进入新时代以来,退役军人事务工作的指导思想更加明确,政策制度、体制机制不断改革,尤其是管理机构的统一为退役军人事务的集中高效管理奠定了组织基础。未来,除了充分借鉴发达国家关于退役军人权益保障的共同经验,我国还应以健全退役军人权益保障工作领导机制、确立以退役军人为本的教育培训体系、畅通符合退役军人特点的再社会化途径以及建立多方参与的退役军人矛盾化解机制的方式,推动我国退役军人权益保障体系不断完善。

The protection of the rights and interests of veterans relates to the future of national defense and military construction,relates to social stability.Since the new era,the guiding ideology of veterans affairs has become clearer,and policies,systems,and mechanisms have been continuously reformed.In particular,the unification of management institutions has laid an organizational foundation for improving the centralized and efficient management of veterans affairs.In the future,in addition to fully learning from the common experience of the world’s developed countries on the protection of the rights and interests of veterans,we should also improve the leadership mechanism for the protection of veterans’srights and interests,establish a veteran-oriented education and training system,and unblock re-socialization channels that meet the characteristics of veterans.And the establishment of a multi-participated mechanism for resolving conflicts among veterans has promoted the continuous improvement of my country’s veterans’rights protection system.
