黄河流域高质量发展是一种可持续性、系统整体性发展。在"双循环"新发展格局下,黄河流域在生态保护、扩大内需、"一带一路"建设中都具有重要战略地位。黄河流域高质量发展的内外循环建设面临经济总量问题、产业结构矛盾和创新动力问题。黄河流域要立足自身在新格局中的地位,形成"根基-约束-支撑"独特的建设逻辑,从畅通要素循环、生态保护与产业优化循环、城乡循环建设内循环;从融入"一带一路"、传承发扬黄河文化建设外循环。

The high-quality development of the Yellow River Basin is sustainable and systematic.Under the development pattern of“domestic and international circulation”,the Yellow River Basin has an important strategic position in protecting ecosystems,expanding domestic demand,and developing the Belt and Road initiative.The domestic and international circulation of the Yellow River Basin is faced with economic aggregate problems,industrial structure contradictions,and innovation motivation problems.The author believes that the Yellow River Basin should base itself on its position in“domestic and international circulation”and form the unique logic of“foundation-constraint-support”.The domestic circulation of the Yellow River Basin should sooth the circulation of elements,advance the circulation of ecological protection and industrial optimization,and promote the circulation of urban and rural areas.The international circulation of the Yellow River Basin should integrate into the Belt and Road initiative,inherit and develop the Yellow River culture.
