摘要
目的构建一套急救医疗指挥调度岗位胜任力评价指标体系。方法采用文献分析法、理论分析法初步构建急救医疗指挥调度岗位胜任力评价指标体系,运用德尔菲法经过两轮专家咨询和论证确定指标体系;采用重要性评分直接估计法确定各指标权重。结果两轮专家咨询的应答率均>82%,专家权威系数均>0.83,协调系数分别为0.271和0.189(均P<0.05)。最终形成涵盖5项一级指标、18项二级指标和57项三级指标的急救医疗指挥调度岗位胜任力评价指标体系,各指标重要性评分均值均大于3.5分,变异系数均小于2.5,90%的指标满分频率大于50%。评价指标体系包括职业知识、能力、技能、素养及人格特质5个维度,对应的权重分别为0.2035、0.2035、0.2006、0.2006、0.1917。结论通过德尔菲法构建的急救医疗指挥调度岗位胜任力评价指标体系具有较高科学性和可靠性,能够为行业人才的培训与考核提供科学依据。
Objective To b u i ld a c ompetency e valuation i ndex f ramework f or e mergency m e dical dispatchers.Methods The competency evaluation index framework was preliminarily built through literature review and theoretical analysis,and was finalized through carrying out two rounds of the Delphi consultation.The direct estimation method based on importance grading was used to determine the weight of each index.Results The two rounds of the Delphi consultation showed an effective response rate of over 82%and the expert's authority coefficient of over 0.83.The coordination coefficients for the two rounds of consultation were 0.271 and 0.189 respectively(P<0.05).The competency evaluation index framework was finalized with five first-level indicators,18 second-level indicators,and 57 third-level indicators.For each indicator,the mean importance score was more than 3.5 and the coefficient of variation was less than 2.5.The frequency of full score was over 50%among 90%of the indicators.The final index framework involved five dimensions,namely professional knowledge,ability,skills,quality,and personality,the weights of which were 0.2035,0.2035,0.2006,0.2006,and 0.1917 respectively.Conclusion The competency evaluation index framework for emergency medical dispatchers built on the Delphi method is scientific and reliable,which could provide a scientific reference for the training and assessment of dispatchers.
