摘要
新出台的《深化新时代教育评价改革总体方案》需要从改革初衷、转变观念、改革任务、根本问题和改革原则等方面去正确理解,准确把握其根本要求。在此基础上,应该抓住各级党委政府及其教育主管部门,并落实其主体责任、发挥其主导作用,从转变相关理念、清理“三评一查”、推进“管办评分离”、推进“放管服”改革和促进教育均衡等方面以上率下有效贯彻教育评价改革的相关要求。最终,围绕评价改革的“五维”基本目标明确各级党委政府及其教育主管部门、学校、教师、学生和用人单位的主体责任,从而上行下效去真正落实各项改革任务。
The recently adopted Overall Plan for Educational Assessment Reform should be understood in terms of its purpose,nature as well as the issues,targets and principles of the reform.The relevant authorities at different levels should play the leading role in spreading the new values,decreasing the unnecessary assessment programs,promoting professionalism,empowering schools and creating enabling environment.Stakeholders such as local authorities,schools,teachers,students and employers should shoulder different responsibilities in carrying out the reform plan.
