对完善《天然气管网设施运行调度与应急保供管理办法(试行)(征求意见稿)》的建议

Recommendations on the improvement of the proposed government new rules for the operation of natural gas pipeline networks and management of natural gas supply emergency in China

为了保障天然气管网设施公平开放和安全、稳定、高效运行,国家发展和改革委员会于2021年7月15日发布《天然气管网设施运行调度与应急保供管理办法(试行)(征求意见稿)》(以下简称《办法》)。基于《办法》出台的背景和意义,对《办法》进行了系统梳理和解读,指出《办法》从容量申请与分配、合同执行偏差、不平衡管理、不平衡服务、应急保供责任划分与实施、政府监督管理等8个方面提出了新的规范,旨在明确各方的权利、责任和利益。在此基础上,探讨了《办法》发布对新形势下天然气市场运行格局及各参与主体产生的影响,从以下8个方面对完善《办法》提出了建议:①明晰长期容量利用优先项规则;②明晰短期或临时容量分配原则,缩短结果答复时限;③设置容量服务需求计划与合同预定正常偏差范围过渡期;④以管网设施安全状态作为是否必须采取平衡措施的条件;⑤制定不平衡气量借气存气服务管理办法;⑥严格规范应急保供的启动条件;⑦禁止托运商变成容量中介代理;⑧增加运营调度信息的共享与公开。

In order to ensure the fair access and safe,stable and efficient operation of natural gas pipeline networks,the National Development and Reform Commission issued the new rules for the operation of natural gas pipeline networks and management of natural gas supply emergency in China(hereinafter referred to as"rules")on July 15th,2021.Based on the issuing background and significance of the"rules",this paper systematically dissected and interpreted the"rules"and pointed out that the"rules"propose new norms from eight aspects,including capacity application and distribution,contract execution deviation,unbalanced management,unbalanced service,natural gas supply emergency responsibility division and implementation,and government supervision and management,so as to define the rights,responsibilities and interests of each party.Then,the influences of the issuing of the"rules"on the operation pattern and main participants of the natural gas market under the new situation were discussed.Finally,the recommendations for improving the"rules"were proposed from the following eight aspects.First,clarify the long-term capacity utilization priority rules.Second,determine the distribution order of short-term or temporary capacity and shorten the reply time limit.Third,set the transition period from the capacity plan to the normal deviation range preset in the contract.Fourth,take the safety state of pipeline facilities as the conditions whether to take the balancing measures.Fifth,formulate the management measures for gas borrowing and storage service of unbalanced gas volume.Sixth,strictly stipulate the starting conditions of emergency supply guarantee.Seventh,prohibit shippers from being the capacity agencies.Eighth,enhance the sharing and disclosure of operation dispatching information.
