公平与效率的融合与发展——基于国家治理视角

Integration and Development of Fairness and Efficiency-From the Perspective of National Governance

自党的十八届三中全会提出“国家治理”以来,如何实现国家治理现代化是诸多学者探讨的问题。财政是国家治理的基础和重要支柱,财政发展的历史均是围绕“公平效率”、更好实现“国家治理”展开,公平与效率在其中至关重要。但是就社会发展所产生的二维公平效率观已经不契合新时代国家治理的内涵。当前随着我国经济和社会风险不确定性的增加,要将公平与效率更好地同国家治理相结合,国家治理的规则和能力决定了公平与效率的关系,而任何忽视公平或者效率的发展模式都是不可持续的,只有在国家有效治理的条件下共同推进公平和效率的协调发展。本文的观点区别于以往的独立化、或内在化的公平与效率的研究,提出公平效率治理观,此观点是将公平、效率与治理放在相互融合与发展的层面研究,形成内化的伞状分析框架,为当前我国错综复杂的社会经济问题提供新的分析视角和解决思路。

Since the Third Plenary Session of the 18th CPC Central Committee put forward"national governance",how to realize the modernization of national governance has been a problem discussed by many scholars.Finance is the foundation and important pillar of national governance.Thousands of years of history of financial development has focused on"fairness and efficiency"to better realize"national governance",in which fairness and efficiency are crucial,However,the two-dimensional concept of fairness and efficiency produced by social development does not fit the connotation of national governance in the new era.Under the theory of public risk,uncertainty is superimposed,and the scope of national governance is extended dynamically.To better combine fairness and efficiency with national governance,the relationship between fairness and efficiency is determined by the rules and ability of national governance,However,any development model that ignores fairness or efficiency is unsustainable.Only under the condition of effective national governance can we jointly promote the coordinated development of fairness and efficiency.This paper is different from the previous researches on fairness and efficiency,which are either independent or internalized.It puts forward the concept of fair and efficient governance,which is to put fairness,efficiency and governance in a high dimensional space,from point to surface,and study them at the level of mutual integration and development instead of opposition,forming an internalized umbrella like analytical framework,It provides a new perspective and solution for the current complex social and economic problems in China.
