当前国际形势下我国建设世界科技创新中心的对策研究 被引量:2

Research on Countermeasures for Building a World Science and Technology Innovation Center in China under the Current International Situation

摘要 当前全球治理体系和国际秩序变革加速推进,不稳定不确定因素增多,风险挑战加剧。本文研究了当前国际形势下世界科技创新中心竞争、转移态势及其对我国科技创新中心建设的影响。研究发现,全球政治与经济发展格局对我国建设世界科技中心带来了一系列不稳定和不确定性因素,尤其是中美贸易摩擦对我国世界科技中心建设造成一系列不利影响。研究还发现,随着新一轮科技革命和产业变革加速推进,以及新兴产业与传统产业融合加快,我国科技创新整体水平大幅提高,在全球创新版图中扮演着日益重要的角色。然而,我国原始科学和技术创新仍远远滞后于美国等发达国家。在当前国际秩序变革的背景下,我国的基础科学和关键技术仍受制于人,凸显出我国建设世界科技创新中心的重大瓶颈。为确保我国建设世界科技创新中心的稳步推进,本文最后提出一系列政策建议。 The current global governance system and the change of international order are increasing more unstable and uncertain factors,risks and challenges.This paper studies the current international situation of the world's science and technology innovation center competition and transfer situation and its impact on the construction of China's science and technology innovation center.It is found that the global political and economic development pattern has brought a series of unstable and uncertain factors to China's construction of the world science and technology center,especially the China-US trade friction has caused a series of negative impacts on the construction of China's world science and technology center.The study also found that with the acceleration of the new round of scientific and technological revolution and industrial change,as well as the accelerated integration of new and traditional industries,China's overall level of scientific and technological innovation has increased significantly and is playing an increasingly important role in the global innovation map.However,China's original science and technology innovation still lags far behind developed countries such as the United States.In the context of the current changes in the international order,China's basic science and key technologies are still constrained,highlighting the major bottlenecks in building a world center of science and technology innovation in China.To ensure the steady progress of building a world center of science and technology innovation in China,this paper provides a series of policy recommendations.
