构建社区共同体:新时代推进党建引领社区自治的有效路径

Constructing Community: Effective Path to Promoting Community Self-governance Guided by Party Building in the New Era

从我国政治意识形态和社会发展现状来看,发挥党组织对社区自治的引领作用是正确处理政党、国家和社会的关系以及使党的执政能适应国家治理能力现代化的客观要求。社区党组织应当以社区共同体为重要突破口,通过构建身份共同体、利益共同体、文化共同体实现强化党的民生服务功能、加强社区内部关系协调、形成社区公共价值观的目标,从而形成基层党建、公共治理和居民自治的良性互动。社区党组织应从以凸显居民参与自治的主体身份切实践行党的群众路线、以整合社区自组织的利益资源动员社会力量投入社区自治、以培养社区的契约文化促成普遍共识和塑造居民行为等方面来构建党建引领社区自治的实践路径。

From the perspective of China’s political ideology and social development, giving full play tothe leading role of Party organizations in community self-governance is the objective requirement of cor-rectly handling the relationship among political parties, countries and society and adapting the Party’sgovernance to the modernization of national governance capacity. Community Party organizationsshould take community as an important breakthrough, and achieve the goal of strengthening the Party’sservice function for people’s wellbeing, increasing the coordination of internal relations in the communi-ty and forming community public values by constructing identity-based community, community of inter-est and cultural community, thus forming a benign interaction among community-level Party building,public governance and residents’ self-governance. Community Party organizations should practice theParty’s mass line by highlighting residents’ participation in self-governance, mobilize social forces toinvest in community self-governance by integrating the resources of community self-organizations, pro-mote general consensus and shape residents’ behavior by cultivating community contract culture.
