关中平原城市群周边城区核心地块设计的新思路与新途径

New Ideas and New Approaches to the Design of Core Plots in the Surrounding Urban Areas of Guanzhong Plain Urban Agglomeration

随着城市群在我国区域经济发展中的地位日益重要并被确立为国家战略,为了引领关中平原城市群的共同发展,本文试图通过JH新城核心地块“智谷”的设计,为关中平原城市群周边城区的核心地块发展探索一条实施新思路、新途径。通过运营与设计的整合,实现周边城区核心地块既保有城市发展的重要形象,又为田园特质留有弹性空间,既享有城市集约化、高容积率的发展红利,又不至于在城市发展初期产生招商瓶颈和空城现象,让城市群中心城市真正实现差异化、有特色的城市发展。这次探索设计可以为关中平原城市群周边城区各核心地块的开发建设形成初步的借鉴意义,也必将在决策层面为城市制定和开发出各具特色的城市核心提供经验。

As the status of urban agglomerations in the regional economic development of our country becomes increasingly important and established as a national strategy,in order to lead the common development of Guanzhong Plain urban agglomeration,this paper attempts to explore a new idea and new way of implementation for the development of the core plots in the surrounding urban areas of Guanzhong Plain urban agglomeration through the design of the“Smart Valley”,the core plot of JH New City.Through the integration of operation and design,it is realized that the core plots of the surrounding urban areas not only retain the important image of urban development,but also leave flexible space for the idyllic characteristics,and not only enjoy the development dividends of urban intensification and high plot ratio,but also do not produce investment bottlenecks and empty cities in the early stage of urban development.It can realize differentiated and distinctive urban development with the central cities of urban agglomerations.This exploration on the design can form a preliminary reference for the development and construction of the core plots in the surrounding urban areas of Guanzhong Plain Urban Agglomeration.It will also provide experience for city leaders to formulate and develop distinctive urban cores at the decision-making level.
